The Indian government is yet to distinguish between the fine line that segregates the game of chance with a game of skills. However, there are still 13 states in India that permit selling and buying lottery tickets. Before states began banning the selling and buying of the lottery at the turn of the century, the annual national turnover of the lottery business was estimated to be Rs 50,000 crore.
